The hospital in Vinita has declared bankruptcy. Some Reasons Given- Current State of Affairs

Some of the reasons are because of political changes in the system, like Obamacare. Reinbursement reductions in Medicaid and Medicare would be one reason. A decrease in volume is probably another reason the Craig hospital and others have faced financial difficulties.
For rural residents in the state this trend of closings could mean that patients have to travel to distant cities for care.

There are also other citizens in the district that would be better served to have hospital facilities in the town. Where emergency services are located could be a life and death issue for some patients. Inmates could receive more convienent medical care if an emergency clinic was established to handle crisis patients. Without a supporting hospital in the vicinity it may be necessary to close the State Department of Corrections facility and move it to a better suited location. This would not serve well to the employees or the State system. That's my opinion.

In 2006 a new facility was opened to replace the original buildings.
Since 2003, Oklahoma Department of Corrections facility has occupied part of state hospital’s land.) From article. http://www.abandonedok.com/eastern-state-hospital/
